Mutual Recognition of "Accredited Operators" between China and Australia

Recently, as the relationship between China and Australia continues to warm up, the economic and trade exchanges between the two sides are getting deeper and deeper.

For the first time in three years, China is understood to have publicly confirmed the acceptance of Australian barley for potential use in beer production.


The first shipment of Western Australian barley since China lifted its 80.5% tariff left the Kwinana Grain Terminal on August 29th.


The ship was carrying about 55,000 tons of Maximus malting barley to China.


The latest figures from China Customs show that 314,000 tons of barley from Australia, valued at A$139 million, cleared customs from late August to the end of October.

 

This is the first official confirmation of Australian barley arriving in China in more than three years.

 

CBH Group chief executive Ben Macnamara said China was expected to be the largest consumer of Australian barley in the next financial year.

Mutual Recognition of Accredited Operators between China and Australia to be Officially Implemented on December 14th

In November 2017, China and Australia signed the "Arrangement between the General Administration of Customs of the People's Republic of China and the Australian Immigration and Border Protection Agency and Border Enforcement Agency on the Mutual Recognition of the China Customs Enterprise Credit Management System and the Australian Good Faith Trader Program", which will be formally implemented from December 14, 2023 onwards.

After the implementation of mutual recognition, China and Australia will recognize each other's Authorized Economic Operator (AEO) and facilitate customs clearance of goods imported from each other's AEO enterprises.

 

According to the latest customs data, from January to October this year, China-Australia trade volume reached 189.88 billion U.S. dollars, an increase of 4% year-on-year, of which China's imports from Australia increased by 8.4% year-on-year.

 

It is expected that Australian products such as lobster and wine will soon resume exports to China, and bilateral trade is expected to grow further.

 

What is the use of AEO mutual recognition?

☑ 01, through the reduction of documentary audit and physical cargo inspection to speed up customs clearance;

 

☑ 02, the need for physical inspection of goods to give priority to the inspection;

 

☑ 03, to carry out risk assessment, the AEO enterprise qualification to be considered;

 

☑ 04, designated customs liaison, responsible for communicating and dealing with the problems encountered by AEO enterprises in customs clearance;

 

☑ 05. Commitment to providing expedited customs clearance after international trade is disrupted and resumed.

Up to now, China Customs has signed AEO mutual recognition agreements with 52 countries (regions) of 26 economies, including Singapore and the European Union, among which the number of countries that have jointly built the "Belt and Road" has increased to 35, and the number of mutual recognition agreements signed and the number of mutually recognized countries (regions) ranked the "double first" in the world.
